Windhoek inaugurates 2026 junior council
The new council represents youth voices in local governance, while promoting civic engagement through education, community and environmental initiatives.

Windhoek has formally inaugurated its Junior Council for the 2026 civic term, bringing together a group of high school learners from across the capital.

The council provides a platform for young people to represent their peers, raise issues affecting their communities, and contribute their youth perspectives to local governance.

Councillor Kovii Kambai, a learner at Chairman Mao Zedong High School, has been elected Junior Mayor and Chairperson of the council. He said he believes strong leadership can emerge from younger generations.

He will be supported by Deputy Junior Mayor Sackaria Nandago of Highline Secondary School.

Together, they lead a council made up of learners from various schools across Windhoek. Members were sworn in during a formal ceremony marking the start of their term.

The Junior Council is designed to strengthen engagement between the municipality and young residents, with a focus on education, environmental awareness and community initiatives such as outreach and charity work.

Officials say the programme aims to nurture civic responsibility and leadership skills among learners while giving them a structured channel to engage with city authorities.
